DESCRIPTION
I am requesting the ability to set the hierarchy of panels so that when panels
overlap, I can choose which one is on top. Currently with my setup, My left
panel overlaps with my top panel. I would like the left panel to go over the
top panel but I can't find a way to make it do that consistently.
