DESCRIPTION
Add the ability to set a keyboard shortcut to open the notification panel.
Currently, a shortcut can be set for Do Not Disturb, but not to pull up the
notification panel. This feature would be useful for those who wants to check
the notifications that they've missed without using the mouse.

STEPS TO REPRODUCE
1. Open System Settings > Notifications

OBSERVED RESULT
No way to set a keyboard shortcut to open the notification panel.

EXPECTED RESULT
There should be a way to set a keyboard shortcut to open the notification
panel.

SOFTWARE/OS VERSIONS
Operating System (available in the Info Center app, or by running `kinfo` in a
terminal window):
