DESCRIPTION
When a new file or folder has been created on the desktop, it will be selected
and the user can open it by pressing the enter key. This selection no longer
works as it should if the file/folder is created while a window is visible.

STEPS TO REPRODUCE
1. Open up any program and let the window be visible (i.e., don't minimize it)
1. Right-click desktop
2. Hover over 'Create New'
3. Click 'Folder...' or 'Text File...'
4. Press enter to name the folder/file
5. Press enter again to open it

OBSERVED RESULT
The folder/file fails to open.

EXPECTED RESULT
The folder/file opens.

ADDITIONAL INFORMATION
If the window is a text editor, pressing enter in an attempt to open the newly
created folder/file will instead result in a line break inside the text editor,
even if the window has been made inactive by left-clicking the desktop prior to
the folder/file creation.
