--- DESCRIPTION ---
When using KDE Plasma Wayland (KWin), connecting a second monitor via HDMI
causes a continuous hotplug loop where the system repeatedly detects the
display as connected and disconnected.

My setup uses a DisplayPort monitor as the primary display and an HDMI monitor
as the secondary display.

The issue depends on connection order and monitor power state:
- If both monitors are already connected from boot, everything works normally.
- If the DisplayPort monitor is connected first (normal boot scenario) and then
the HDMI monitor is plugged in, the hotplug loop starts immediately.
- If the HDMI monitor is connected first and then the DisplayPort monitor is
connected, it works correctly.
- If the monitor is physically connected but powered off (using the monitor
power button) and then powered on, it works correctly.
- If the monitor is already powered on (monitor power button) at the moment of
connection or detection, the loop occurs.

This does not happen under GNOME Wayland using the same hardware, kernel, and
drivers

The issue appears to be specific to KWin's handling of display outputs under
Wayland, as the display status continuously flips between connected and
disconnected
This behavior has been confirmed using:  watch -n 0.1 cat
/sys/class/drm/card1-HDMI-A-1/status


--- STEPS TO REPRODUCE ---
1. Boot the system
2. Log into KDE Plasma Wayland session
3. Connect the HDMI monitor (or disconnect and reconnect it if already
connected)
4. Observe that the HDMI output starts repeatedly connecting and disconnecting


--- OBSERVED RESULT ---
Display repeatedly toggles between connected/disconnected in a loop


--- EXPECTED RESULT ---
Both monitors should remain stably connected after being plugged in or detected
by the system, without any repeated connect/disconnect events. Display
configuration should remain persistent and consistent regardless of connection
order or monitor power state
