STEPS TO REPRODUCE
1. Open System Monitor.
2. Click on the options menu and open the "Configure Columns" pop-up window.
3. Try to drag the vertical scrollbar up and down using the mouse pointer.
OBSERVED RESULT
The scrollbar dragging is stuttery and jerky. Instead of sliding smoothly with
the mouse, the visual handle "teleports" and jumps aggressively to the new
position while dragging.
EXPECTED RESULT
The scrollbar animation should be completely smooth fluid.
