Sorry for the late reply. I've been trying to reproduce the issue, but 2.9.10
still works fine on my Surface Pro 3. If it used to work with krita 2.9.10, but
no longer works, uninstalling/reinstalling Krita problably won't help.

You can try to reset your configuration and see if that helps: 

close krita
press windows-r
type "Appdata" in the dialog
In the explorer window, go to Roaming
rename the krita folder to krita_bak
start krita again.

If this fixes the issue, please make a zip out of krita_bak/share and attach to
this bug report so I can see what kind of settings can have messed up krita's
touch support.

Could you also try the latest 3.0 pre-alpha and see if it works there for you?
