DESCRIPTION
Settings fields are modified by scrolling on them and it causes unintended
modifications, this goes for system settings, widgets, system tray icon
settings etc..
STEPS TO REPRODUCE
1. Open any system modal which has a vertical scrollbar(the system tray icon
manager modal is a good example)
2. scroll down to reach a setting not in viewport
3. if you scroll too close to a setting field the setting gets changed without
u realizing it
OBSERVED RESULT
Scrolling above a setting field changes the values so when you scroll with the
intention to scroll down the modal u also modify values silently
EXPECTED RESULT
Scroll should navigate/pan within a settings panel. Changing a field's
value should require an explicit click-and-drag or click-to-focus first.
Scroll-to-change on settings fields should be opt-in, not the default.
