This is related to 52d04f89e, which made Dashboard try to regain focus when
lost, because of the following user behavior pattern:
1. Launch something from Dashboard
2. Immediately open Dashboard again to do more stuffr
3. Launched app actually appears, tries to get focus, Dashboard loses it
4. Dashboard doesn't work right because it's shown but doesn't have focus
Closing Dashboard on focus loss would cause a new problem of the same sort,
where the user wants to use it but the app appearing causes it to be closed.
Martin, is there a different way I can hide Dashboard from PW? Or does it make
sense for the effect to be adjusted to ignore SkipPager windows when not
invoked with a window list to present?
