The bluetooth icon is only a wrapper for the system level bluetooth stack. If
the icon won't let you enable bluetooth, it's because the underlying bluetooth
system isn't allowing it.

>From your description, this does sound like something openSUSE probably needs
to address. Just to be sure, what happens when you run these commands? Can you
paste the output in this report?

1. `sudo systemctl restart bluetooth`
2. `bluetoothctl`
