DESCRIPTION
Changing the "Time" setting in "Region & Language" setting does not also change
Plasma Login Screen Digital Clock.
STEPS TO REPRODUCE
1. Modify "Time" option in "Region & Language" from System Settings. (for
example: Picking a region with a 24 Hour time)
2. Click on "Apply Plasma Settings..." in "Login Screen" setting from System
Settings
3. Reboot
4. Still see that the "Time" is not modified to the new changes
OBSERVED RESULT
24 Hour time is not applied, AM/PM time is still being displayed
EXPECTED RESULT
Plasma Login Manager Digital Clock using the changed settings.

When setting up the distro, I choose American English but I have changed
