I can confirm this behavior in 26.04.1 Flatpak on Pop!_OS

The Paste Effects doesn't copy the Rotoscope effect at all. Only if the source
clip has 2 or more frames does the Rotoscope effect get pasted. Interestingly
enough, once the source clip has been extended to 2 frames or more, changing
the duration back to 1 frame makes the Copy and Paste Effect working. It looks
like only the very first Copy and Paste Effect doesn't work.
