DESCRIPTION
When using X-Purpose-Constraints with "application:org.anyapp.app.desktop" the
condition is always true, making some plugins (in this case, the telegram one,
show when the application isn't installed
STEPS TO REPRODUCE
1. Dolphin -> Right-click file -> Share
OBSERVED RESULT
There is a telegram option even if you don't have telegram installed.
EXPECTED RESULT
No option when the app is not installed
