After fresh boot, Keyboard theme is bright, even though it is set to dark
everywhere.
STEPS TO REPRODUCE
1.Fresh boot, notice keyboard theme is bright
2. Login, notice keyboard theme is dark
3. Lock screen, notice keyboard theme is dark
4. Log out, notice keyboard theme is dark
EXPECTED RESULT
Keyboard Theme dark on boot.
