You are right that there is a hardcoded delay (500ms) There is a balance when it comes to setting, each setting has a cost. We have too many and we need to consider each one carefully as to whether it would actually be needed We don't tend to do things based on "I want to have XYZ", but whether it's useful for the wider userbase when something is actually a preference.
