STEPS TO REPRODUCE
1. Open a 4K video.
2. Hold the < key to go backwards frame-by-frame.
OBSERVED RESULT
For a few seconds it will go back smoothly, then it will start to take one or
two seconds to keep going back.
EXPECTED RESULT
If the user is going backwards frame-by-frame, keep loading the latest previous
segment of the video, so the slowdown never happens.
