DESCRIPTION
-  I've got a USB hub with a mix of USB 2.0 and USB 3.0 ports. 
- Whenever I connect a device to one of the USB 2.0 ports, the device does not
get announced
- Whenever I connect a device to one of the USB 3.0 ports, the device does get
announced
- Whenever I plug the USB  (it has a USB Type-C connector) it does get
announced
- The device plugged into the USB 2.0 ports works fine and has no issues

STEPS TO REPRODUCE
1. Plug in a USB hub with a mix of USB 2.0 and USB 3.0 ports
2. Plug a cable in the USB 2.0 ports

OBSERVED RESULT
No announcement / pop-up notification of a USB device being plugged in.

EXPECTED RESULT
An announcement / pop-up notification of a US device being plugged in.
