DESCRIPTION
After an update to 6.7 windows have started flickering for me when they did not
before this is similar to an already reported issue but Adaptive Sync / VRR is
not available for me in Display Configuration so that's presumably not the
cause and also this issue has only started happening after I updated to 6.7
STEPS TO REPRODUCE
1. Open any application and occassionally the window will start flickering in
it's brightness (Try moving around the cursor or start doing things in the
application itself if it's not happening for you)

Windows flicker occassionally

Windows don't flicker
