letter selector popup when holding button k

DESCRIPTION
After upgrading to plasma 6.7, kate is now unusable with VI mode.
    -  if I held any of the nav buttons (hjkl), it is not continuously moving
the cursor into the target direction, it just stops and theres a weird little
popup letter selector like "k,1"
    -  if I press w or b, the cursor is gone
    - if I press y or visual mode, it's deleting the highlighted text

STEPS TO REPRODUCE
just open kate like you normally would and do navigiation/motions like usual

OBSERVED RESULT
cursor gone, navigation not working, keymaps not working

EXPECTED RESULT
should work like usual

ADDITIONAL INFORMATION
although unrelated, the navigation issue is the same in an unrelated app zed
editor on vim mode, also the custom keymaps are not working .e.g: "space
space": "command_palette::Toggle" no longer opens the command palette
