DESCRIPTION
The various window/effect animations appear to visibly slow down while the
system is under moderate load (having multiple Firefox tabs open, running a
game, etc)

STEPS TO REPRODUCE
Reproducing this issue seems to be hardware dependent, but this does it for me:
1. Open Firefox to 5 YouTube tabs
2. Zoom into screen (zoom effect makes this most noticeable, other animations
less so)
3. Minimize Firefox
4. Zoom in/out again

OBSERVED RESULT
Zoom animation takes longer and feels choppy the first time

EXPECTED RESULT
Zoom animation should take the same amount of time as with no window at all.
Ideally also without choppiness but that may be a hardware limitation on my
side.
