If you search for qucs-s with flathub enabled, you'll find it in Education. 
Science & Math is greyed out.

If you go to Science & Math and search, Engineering and Electronics get
highlighted, and the package is found.

So, if a package exists at a level not inside a toplevel category, but in a
sublevel, it won't appear in the search results unless you already know where
to look.  That is very frustrating and it means an application can appear to
not exist even though it's somewhere in discover if you explicitly search the
correct category instead of "Search in All Categories" (which is what it gives
you as an option when it doesn't find a package in the current
category—clearly, it's not searching all categories).
