Video showing the issue, full screen zoom and moving around, zoom goes back to
mouse after keys are released.

DESCRIPTION
After assigning custom shortcuts for moving the zoom location around in the
System Settings, these appear to function, but when the modifier keys for those
shortcuts are released, the zoom immediately moves back to the location of the
cursor, making this Move function difficult to use.

STEPS TO REPRODUCE
1. Open System Settings -> Accessibility
2. Zoom & Magnifier -> Configure Shortcuts...
3. Set up Move shortcuts as follows:
Move Down: Ctrl+Alt+Down,
Move Left: Ctrl+Alt+Left,
Move Right: Ctrl+Alt+Right,
Move Up: Ctrl+Alt+Up.
4. Zoom in using Meta++ and move around by pressing a few of the shortcuts
above.

OBSERVED RESULT
As soon as the Ctrl and Alt keys are released, the zoom immediately moves its
focus back to the mouse location.

EXPECTED RESULT
The zoom should stay in the current location and only return to the cursor
location once the mouse has been moved.

ADDITIONAL INFORMATION
I could reproduce this issue on a live session of Fedora KDE 44 running Plasma
6.6.4. I was unable to test this using Plasma 6.7 as the current KDE Neon User
Edition image does not appear to boot on my machine.
