If this is the issue, then this is not a bug, it is a feature.
With all colour schemes, we use the "selection color" (here orange) as a
separator line between the active window title bar, and the window content. 
With the default breeze color scheme, this is the "blue" line you see between
the dark title bar and the grey content.

But i too though this was more about the chrome window (which i then believe is
more of a compositing bug/display driver, than window decoration bug), but then
let us wait for the reporter to clarify what really is the bug.
