DESCRIPTION
When changing the focus, certain applications (e.g. VSCode) freeze for a a
short time. This only happens when the application has been inactive long
enough, e.g. quickly changing focus between two windows will not cause the
freeze. This only happens with the XE Driver (yes, I know - but i915 is
unusable on my platform, so I have to choose between the devil and the deep
blue sea)
STEPS TO REPRODUCE
1. Have one application focused, e.g. Firefox
2. Change focus to an affected application, e.g. VSCode
OBSERVED RESULT
Newly focused application freezes for a short period of time (~3 seconds)
EXPECTED RESULT
Newly focused application should not freeze.

Only happens with the XE driver as mentioned above, works fine with i915 - but
i915 is unusable on my platform (possibly #490358)
