DESCRIPTION
When I click "Apply" after selecting a picture for my user account, I get a
banner at the top of the window stating there was an error while saving
changes.
STEPS TO REPRODUCE
1. Launch System Settings
2. Open the Users page
3. Select a user account
4. Click the icon with the initials to select a new picture.
5. Select a new picture
6. Click "Apply"
OBSERVED RESULT
A banner appears across the top of the settings page with the message "There
was an error while saving changes".
EXPECTED RESULT
The picture is saved without any errors and the settings page updates to
reflect the new picture.
