I have the same issue (since I installed plasma 6.6.4 in april). I have the
exact same symptoms as VBS in https://bugs.kde.org/show_bug.cgi?id=516456#c1
(Thanks for pointing out that disabling "Enable pointer acceleration" with
pointer speed 0 works around this issue. Having a workaround is a blessing.)

My two monitors are:
1. BNQ BenQ GL245 with a native resolution of 1920x1080 connected via a VGA to
HDMI adapter to the first output of my Nvidia RTX 3070.
2. LG Electronics LG ULTRAGEAR with a native resolution of 2560x1440 connected
via display port to the second output of my Nvidia RTX 3070.

I have both monitors on 100% scale on their native resolution.

I tried a lot of different display configurations with my two monitors and had
the issue in every single one.
* I tried setting the scale of BenQ to 75% to match the size of LG.
* I tried setting the scale of LG to 130% and 133% to match the size of LG.
* I tried changing the resolution of LG to 1920x1080 to match the size of BenQ
(I also changed LGs Refresh rate to 60Hz to match BenQ).
* I tried arranging the monitors on all four edges:
  * BenQ left and LG right
  * BenQ right and LG left
  * BenQ down and LG up
  * BenQ up and LG down
* I tried switching which one is the primary monitor.

In every single of these display configurations a pointer speed of -0.50
(without pointer acceleration) the mouse sticks to the edge when slowly trying
to leave BenQ, but is unimpeded when slowly leaving LG. So for me it doesn't
depend on the direction of movement, but it depends on from/to which monitor
the mouse transitions. Unfortunately I can't swap the cables to test if the
output slot order of the graphics card matters, because one monitor uses
display port and the other uses VGA & HDMI.

A smaller pointer speed (<= - 0.51) impedes the mouse in both directions and a
larger pointer speed (>= 0.49) leaves the mouse unimpeded. Enabling pointer
acceleration impedes the mouse in both directions regardless of pointer speed.
