.crt shows correct certificate icon
.pem shows generic icon in Dolphin
workaround: symlink to application-x-x509-ca-cert.svg

Why this is a valid bug:
Because:
.pem is a standard certificate format
MIME type exists in freedesktop database
Breeze already provides certificate icons
but does not map .pem MIME to any icon
So this is a missing association / inconsistency, not a user config issue.
