DESCRIPTION
No matter the current activity, muted system audio unmutes at random. This
happens multiple times per session. I noticed that this does not happen when
setting the system volume to 0% instead of muting.

This happens on all three of my laptops running KDE+Fedora. They have different
hardware so it can't be the hardware. 

STEPS TO REPRODUCE
1. Set volume >0%
2. Mute speaker
3. Wait

OBSERVED RESULT
The speaker mutes normally, visible in the kmix UI and the OSD popup. After a
few minutes, the speaker unmutes and outputs the volume level changed sound,
showing the OSD as if someone pressed the unmute button.

EXPECTED RESULT
The speaker stays muted.
