Screen record of the issue. Note that somehow, it looks better in the recording
than IRL. It's far worse on my screen.

DESCRIPTION
When an application is maximized, opening any other application above it causes
a laggy opening animation.
Maximizing any app also causes the laggy animation.


STEPS TO REPRODUCE
1. Open any application (i.e. Web Browser)
2. Maximize it
3. Open any application above the previous application (i.e. Dolphin)

OBSERVED RESULT
Laggy opening animation.

EXPECTED RESULT
Standard opening animation.


SOFTWARE/OS VERSIONS 
Operating System (available in the Info Center app, or by running `kinfo` in a
terminal window): CachyOS
KDE Plasma Version: 6.7.2
KDE Frameworks Version: 6.27.0
Qt Version: 6.11.11

ADDITIONAL INFORMATION
The issue only happens on my 4k 160Hz screen. It does not happen on my
secondary screen (2k 144Hz). Moreover, the bug is fixed if I manually set my
resolution to 2880x1620 or lower. Lowering the FPS  does not change anything.
