The widget panel's contents being displayed shrunk.
DESCRIPTION
The weather widget, when placed in a non-floating panel bar, will display its
contents incorrectly while loading its data.
STEPS TO REPRODUCE
1. Add a weather widget to a non-floating panel bar.
2. Open it while it tries to load data.
OBSERVED RESULT
The widget panel's contents being displayed shrunk.
EXPECTED RESULT
For the opposite, like how it looks if the panel bar is floating.
