For anyone able to fix this, a 100% reliable method to reproduce: 

Be running Wayland session 
Be running an external monitor, theoretically needs to be displayport as thats
how this is connected, to the i7-1355u but it may happen otherwise.

At least for me: FADING POPUPS needs to be ENABLED in 
  System Settings: Appearance And Style > Animations 

[if its disabled, the following produce no effect]

- Lock screen (META-L)
- Turn off displays  (ESC)
- Wait 2+ seconds
- Turn on displays  (any method, i just use ESC again as its a keypress) 
- Turn off displays (ESC)
- Wait 2+ seconds
- Turn on displays (Any method once again, mouse, keypress..)

As soon as you wake the displays the second time, 3 threads spin in
`plasmashell`, 50%, 38%, and 38% core usage for these threads. 
1 thread also spins in `kwin_wayland` also at 50% core usage concurrently. 
Lots of EAGAIN spinning in epoll loops. 

[What I call 'Core usage' is what `htop` reports in the CPU% column and where I
am getting the info from, using htop on my phone ssh'd into my laptop as I muck
with this reproduction report.]


Please let me know how I can help fix this problem.
