DESCRIPTION
On KDE Plasma (Wayland session), setting a window to "Always on Top" via either
the titlebar menu or Special Window Settings (Keep Above → Force → Yes) does
not keep the window above XWayland applications running in borderless
fullscreen mode (e.g. games running via Steam/Proton).
The always-on-top window is visible when the game runs in bordered windowed
mode, but is hidden behind the game surface when borderless windowed mode is
used.
STEPS TO REPRODUCE
1. Launch SMPlayer
2. Set as 'always on top' in app, as well as via more actions / special windows
settings / keep above others force yes.
3. Load a game via Steam/Proton Experimental and have graphics setting as
Windowed Borderless
4. Play video
OBSERVED RESULT
Video player (SMPlayer, or MPV so far tested) won't stay on top of the
borderless window
EXPECTED RESULT
Video player to stay on top
