If GTK theme is set to Breeze, make it so it also disables overlay scrolling,
making the scroll bar visible at all times, like normal Breeze on Qt.
In both GTK3 and GTK4 in can be disabled via dconf or (I believe) setting in
the .ini file.

>From my research, it seems that is not supported by GTK2 (but I don't think
Breeze tries to theme GTK2 anyway).
