DESCRIPTION
When using the "Scan for Faces" tool with the workflow option set to "Scan new
images", digiKam ignores this setting and scans all photos in the entire
collection instead of only processing the newly added ones.

STEPS TO REPRODUCE
- Open the "Scan for Faces" tool.
- Go to the "Settings" tab.
- Select "Scan new images" from the Workflow dropdown menu.
- Click on the "Scan for Faces" button.

OBSERVED RESULT
digiKam starts scanning the entire collection (all photos) for faces, ignoring
the instruction to only scan new images.

EXPECTED RESULT
digiKam should only scan newly added or previously unscanned images, as
selected in the configuration.

ADDITIONAL INFORMATION
This workflow used to work correctly in digiKam version 8.9 without any
modifications to the configuration. The issue appeared after updating. See the
attached screenshot for the used configuration.
