I wasn't able to reproduce this with Plasma built from git-master. We'll need to get more information from the plasma-discover process to investigate this. Please launch Discover, cause it to freeze, and then run killall -ABRT plasma-discover This should bring up the crash dialog and you can report the frozen process from there.
