The large refresh-rate mismatch (144Hz vs 60Hz) between the two outputs on the same amdgpu adapter may be the relevant factor, rather than just the resolution mismatch — this matches a known pattern (e.g. bugs.kde.org #465712 "periodic visual glitches when monitors' refresh rates don't match"). Update: tested lowering the Samsung C24FG70's refresh rate from 144Hz to 60Hz (matching the Dell P1911's 59.89Hz) from within the Plasma session.
