Closing — false lead. Root cause was a third-party keyboard driver (OpenRazer,
for a Razer Ornata V3 X keyboard) on my system, not KWin. Reinstalling
openrazer-driver-dkms and openrazer-daemon fixed the issue completely.
Apologies for the noise, and thanks for reading this far — hopefully the
diagnostic trail here (decoration input routing, getMousePressCommand) is still
useful reference for anyone hitting a similar symptom for an actually KWin-side
reason.
