DESCRIPTION
Space is precious. In Dolphin, when you want menu bar and main toolbar handy
(visible), it can be good if it can merge at one line, filling first all
available space before spanning to a next line.

You can see a lot of "free" space is wasted because menu bar does not allow
anything on same line.
IMO it should be reworked because in many cases FullHD screen (on the image)
can accommodate both lines elements on a single line. If not, then it will span
to a new line.
