DESCRIPTION
If the global menus drop down menu is to big for the screen, it can be
scrolled. But scrolling is not possible when it's not the first drop down menu
which is selected. It only works if it is the first drow down menu which is
opened an not if its selected via hover as the second one. That is not easy to
understand when described in tect. That's why I've uploaded a video. 

STEPS TO REPRODUCE
1. Open a app which has large menus in the global menu. (libreoffice writer is
good for that)
2. Open a menu with a click
3. Put the mouse on a menu which needs to be scrollable

OBSERVED RESULT
The menu isn't scrolable

EXPECTED RESULT
The menu should be scrollable
