STEPS TO REPRODUCE
1. Open a 10, 5 seconds video.
2. Slowly drag the progress bar.
OBSERVED RESULT
The progress bar jitters between one frame and the other, even though the
dragging doesn't match the behavior.
If feels like the progress bar is obeying time instead of precise frames.
EXPECTED RESULT
If the cursor is over one frame, the progress bar should stay there until the
dragging goes to the next frame in the progress bar.
