Even if it had, it think it would not be enabled by default as I think that the developer prefers to add options, without enabling them by default, like it did for the window size remembering. VLC is great for how it suppors this features as it just shows you a clickable notification for a few seconds. If you don't decide to click it, then it continue the normal playback. If you click it then it will jump where you left it off. Both things working as expected, at least for me. But since you say that it worked before, have you looked into the Settings -> Playback?
