Hi. Unfortunately I was unable to reproduce this on Haruna 1.8.1. 
followed the exact steps and got the expected result (progress bar keeps
moving).
To clarify: how did you take the screenshots? Spectacle via keyboard shortcut?
If so, which one? Both Shift+PrtScr and Meta+PrtScr worked fine for me.
Rectangular region capture pauses the screen by design, so that would be
expected behavior.
Could you also retest on the latest Plasma version available for your distro?
Since I can't reproduce it on Intel/AMD graphics, this may be an issue in the
NVIDIA driver stack rather than in Haruna itself. If you can still reproduce
it, checking whether it also happens with hardware decoding disabled (Haruna
settings -> Playback) would help narrow it down
