DESCRIPTION
Since Baloo is already indexing external drives that are mounted on the
filesystem, allow the user to create an 'offline' index that can be
cross-referenced in order to see if certain content exists on said drive
without having to connect that drive to find out. 

I don't have a proposal for how the UI/UX of this should look like. But I would
like to get the conversation going for it and also see if there is real
interest for this. 

Use cases: External USB storage, external cloud storage that isn't always
mounted, external hard drives.

OBSERVED RESULT
Currently this functionality is outsourced to 3rd party applications. 

EXPECTED RESULT
In-house option to index and maintain databases for all externally mounted
filesystems, of course at the users consent.
