A bit more info (apologies this is a bit scatter shot). It turns out it has
nothing to do with sleep itself. That's just the most common situation I find
it in.

The main culprit seems to be my DisplayPort monitor being put in Deep Sleep
mode causes plasma shell to be confused in some way. I think it's related, but
if I turn on my PC with my secondary monitor turned on only (and my primary is
switched to another input for a different PC), the lock screen begins to
flicker like crazy, like it constantly thinks a monitor is being plugged in and
removed or something. If I then change my primary monitor back to the proper
input, then the lock screen settles.

Not sure if maybe there's a driver change that happened that caused a monitor
that is attached, but asleep, to be registered differently. Or if plasma is
handling that differently. But it is new to 6.7.0.
