DESCRIPTION
After having a lot of torrents queued after reaching the stall timer, the queue
manager loops indefinitely those torrents in the queue.
STEPS TO REPRODUCE
1. Select the option in the Queue manager panel (with a lot of torrents in the
queue)
2. Having more stalled torrents than seeding torrents

OBSERVED RESULT
The queue manager puts back the torrents at the end of the queue as soon as
they have been re-prioritised
All the queue turns in a loop.
EXPECTED RESULT
The queue manager should at least wait for the stall time limit before
unseedind stall torrents

ADDITIONAL INFORMATION
Same problem with the flatpack version 26.04.3
My guess is that the torrents info (Pause time) is not reseted when the torrent
is put at the end of the queue. When it comes back to life the Pause time is
immediately greater than the limit and the torrent is paused again.
This guess comes as I noticed that others infos (Nb seeders an nb leechers) are
not reseted also, while they were reseted in the last version I Used from
Mageia 9.
