DESCRIPTION

In an encrypted room, if `m.room.message` is inaccessible to a user via power
levels (but `m.room.encrypted` is), NeoChat still does not display the message
composer, as if the user is not permitted to send events. In actuality, they
are, but only encrypted ones.

STEPS TO REPRODUCE
1. Create a room
2. Set `m.room.encrypted` power level to 0 (all users) and `m.room.message` to
1 or more
3. Join the room on another account with no power level

OBSERVED RESULT

NeoChat hides the composer incorrectly

EXPECTED RESULT

NeoChat allows users to send messages as usual
