I'm not able to reproduce this in Plasma built from git-master or 6.7.3. The context menu appears right next to the cursor when right clicking the desktop or any panel widget. This may be fixed. Are you able to reproduce this with Plasma 6.7.3 or later? If so, can you reproduce with a brand new user with all default, and the Arabic language?
