DESCRIPTION
The save file dialogue already has a "new folder" button on the top-right, but
the open file/folder dialogue does not. I often need to create a new directory
in the open folder dialogue. I wish there is an option to show the "new folder"
button on the open file/folder dialogue, too.

Windows has a new directory creation button in the open file/folder dialogue.

Maybe not all people want a "new folder" button in the open file/folder
dialogue,  so by default it can be hidden as the current state, but in the
"options" drop-down, the user could set it to be shown.

STEPS TO REPRODUCE
1.  Open VS Code.
2.  Click File -> Open Folder
3.  Try to create a new directory

OBSERVED RESULT
It's difficult to create it with the mouse alone, because often there is no
empty area to click. If I right-click and choose 'create new -> folder' often
it gets created as a subdirectory of the directory that happened to be where I
right-clicked.

EXPECTED RESULT
Easy to create a new directory with the mouse.
