If the list sorted itself by recency of use, the ordering would become unpredictable, preventing you from building muscle memory. This sort of thing drives people crazy, and we'd get endless bug reports about it. "order fixed elements by recency of use" in a commonly-used UI element is a no-go, I'm afraid.
