DESCRIPTION
Notification popups are appearing on the primary monitor, even on a system
where the only panel is on a secondary monitor.
STEPS TO REPRODUCE
1. Set a system up with two permanently attached monitors (this isn't a
laptop+external screen situation) and one panel (as per the Plasma default).
2. Check the monitor priorities in the "Display Configuration" settings, then
move the panel to the secondary monitor.
3. In the "Notifications" settings, check that "Location" for popups is set to
its default of "Near notification icon".
4. Trigger a notification (e.g. execute `notify-send foo` from a terminal).
OBSERVED RESULT
The notification appears at the bottom left of the primary monitor.
EXPECTED RESULT
The notification should appear at the bottom left of the secondary monitor
(i.e. adjacent to the system tray in the panel, which contains the notification
icon).
Using the "Choose" option under "Location" in the "Notifications" settings
doesn't help here. It just directs the popups to different places on the
primary monitor, not on the secondary monitor where they should appear.
The behaviour is contrary to:
1) The expected behaviour of the "Near notification icon" setting
2) The documented meaning of display priorities. When you click the (i) button
next to "Change Screen Priorities" in the Display Configuration settings, the
information text explicitly states that:
> "This determines which screen your main desktop appears on, along with any
> Plasma
Panels in it. Some older games also use this setting to decide which screen to
appear on.
It has no effect on what screen notifications or other windows appear on."

ADDITIONAL INFORMATION
This started appearing only in the 2026-07-18 build of KDE Linux (with Plasma
6.8 dev version), so it must be a pretty recently merged change. On the surface
it's similar to bug 520499, but that one was reported in Plasma 6.6.5 so it's
not likely to be the same.
