Interact with invisible SAP when it is disabled.
DESCRIPTION
When SAP (selection action bar) is disabled, it will stay invisible at the top
left corner and **can** interact.
Enable it will make it at the right place (below selection area), disable it
again, it will still sitting at the same place but become invisible.
* Enable SAP will make it work as it should, disable SAP will show the bug.
STEPS TO REPRODUCE
1. Create a new document.
2. Move Free Hand Brush to the top left canvas, there's some invisible button
to interact even not using Selection Tools.
3. Switch to Selection Tools, toggle "Enable Selection Action Bar" on and then
off, now the invisible button is below the selection area.
4. Remove selection, the hidden buttons stays at the same place.

Invisible button even not using SAP

No invisible button at all
